With the 86th amendment to the Constitution, Free and Compulsory Quality Education for Life has become a Fundamental Right for all the children of the age group of 6-14 years. To fulfill this Constitutional mandate, Government of India has launched Sarva Shiksha Abhiyan (SSA), a nation-wide programme for Universalization of Elementary Education (UEE). In Bihar, SSA covers 37 districts, 533 blocks, 4564 clusters, 45103 villages targeting about 2 crore children of the said age group in about 79139 habitation in the State. A reliable, feasible, and self-sufficient system to collect and process data on various financial as well as physical aspects of the programme is necessary. Since, systematic management of this data through conventional methods is a difficult task, information and Communication Technology (ICT) is being looked upon as a solution for this. With this in view, the Department proposes to set up a web portal on SSA. This measure of e-governance seeks to disseminate Knowledge about SSA, redressal of grievances, online submission of work plans and budget, processing and managing data and creation of digital map of elementary education in the State.
